What is intelligence-led policing?

The definition that will be coming out in the forthcoming edition (3rd) of my book 'Intelligence-Led Policing' is:

Intelligence-led policing emphasises analysis and intelligence as central to an objective, decision-making framework that prioritises crime and harm hot spots, repeat victims, prolific offenders and criminal groups, with reduction, disruption and prevention strategies.
